In applications that are using video intefaces, a device called start-stop generator is sometimes needed. Its output pulse is used to synchronize with a character pulse and creates
7 up to 12 pulses until the next character clock pulse arrives.
The circuit generates its first pulse with a delay of around 15 nS so that it will not coincide with the falling edge of the input pulse.
